Instructions
Set your oven to 350°F (175°C) and grease a 9×13-inch baking pan.
Make the Brownie Layer: In a medium saucepan, melt the butter over low heat. Remove from heat and stir in sugar, eggs, and vanilla. Mix in cocoa, flour, salt, and baking powder until well combined. Spread the brownie batter evenly in the prepared baking pan.
